He earned his Bachelor of Science degree from the University of South Florida, College of Business Administration, in 1999, and his Juris Doctor degree from Stetson University, College of Law, in 2003. Mr. Toner was admitted to the Florida Bar in 2003. He is also admitted to practice in the Northern, Middle, and Southern Federal District Courts of Florida as well as the Federal Eleventh Circuit Court of Appeals.
Throughout his legal career, Mr. Toner has been a civil litigation attorney; he has tried cases in county and state circuit courts and has handled appeals, including oral argument, before Florida's Second District Court of Appeal and the Federal 11th Circuit Court of Appeals.
For the first eight years of his practice, Mr. Toner was an insurance defense attorney, representing insurance companies and their insured parties. Since 2011, Mr. Toner has represented the injured parties relating to claims for injuries arising from automobile accidents, slip/fall accidents, dog bites, and defective products. In addition to being a practicing attorney, Scott R. Tracy Ramirez, Esq., is a partner in the law firm of Toner & Ramirez, P.A. She earned her Bachelor of Arts degree from Georgetown University in Washington, D.C., in 1991, and her Juris Doctor from the University of Illinois, College of Law, Champaign-Urbana, Illinois, in 1994. Ms. Ramirez was admitted to the Florida Bar in 1994. She is also a qualified arbitrator.
Over the past 30 years, Ms. Ramirez has been a civil litigation attorney, practicing in the areas of personal injury and wrongful death. Prior to starting her own law firm, Ms. Ramirez worked as a senior litigation insurance defense attorney in Tampa for over fourteen years. She defended insurance carriers and their insured parties in over 1300 personal injury and wrongful death lawsuits.
